It's hard to question the U.S. Navy going to assist the tsunami victims, but easy to question the efficacy of investing money in countries that can't attract private investors for obvious reasons, and corrupt officials skim the lion's share of the resources we provide.

Private charity, uncoerced by Uncle, is a different story, of course.</description>
